About this session

The case for the conversation.

On 6 August 2026, the Union Cabinet approved a new unified GOBARdhan (Galvanising Organic Bio-Agro Resources Dhan) scheme for compressed biogas with an outlay of ₹23,731 crore. Operating from FY 2026–27 to FY 2035–36, it consolidates existing CBG initiatives under the Ministry of Petroleum and Natural Gas and introduces an integrated framework for project development, financing and offtake. The scheme addresses the three key imperatives sought by the industry: remunerative pricing, assured offtake, and capital support. The scheme seeks to increase domestic compressed biogas production nearly ten-fold and mobilise large-scale private investment. Key provisions announced include a stable-administered CBG price of ₹2,110 per MMBTU, assured offtake linked to the CBG blending obligation, capital assistance of up to ₹2 crore per TPD of installed capacity, pipeline-connectivity support, credit-guarantee coverage of up to 85% for eligible MSME loans and a CBG Ecosystem Challenge Fund. This webinar will unpack the announced GOBARdhan framework and consider its implications for CBG developers. It will highlight key considerations for assessing potential eligibility, project economics, financing and offtake, while identifying areas requiring further operational clarity.
